I'm almost 100% sure that this is that horrible 70's songwriter Peter Allen. From Australia, he did a team-up with an unfortunate fellow that went under the name of "Cris Bell" as the Allen Brothers. Don't go any further in your research because Peter Allen wrote some of the worst songs of the 70's!!!
